The ability to set a cover photo for WhatsApp Business accounts is currently being worked on by WhatsApp, according to WABetaInfo, and will be made accessible in a future version.

On WhatsApp Business, work is currently being done on the new feature. It is not intended for the default WhatsApp user accounts, according to WABetaInfo.
